The Office
At the Office of the Manitoba Ombudsman (the Office), we exist to enhance governance and improve public services in Manitoba by promoting fairness, transparency, openness, and accountability. Manitoba Ombudsman is an independent, impartial and non- partisan Officer of the Legislative Assembly of Manitoba and is not part of any government department or agency. The Ombudsman investigates complaints about access to information, privacy protection, disclosures of wrongdoing and unfair treatment by public sector organizations and under four Acts: The Ombudsman Act, The Freedom of Information and Protection of Privacy Act (FIPPA), The Personal Health Information Act (PHIA), and the Public Interest Disclosure (Whistleblower Protection) Act
The Opportunity
As an outstanding strategic leader and relationship builder, you provide oversight, expertise, direction, and guidance to the Office’s Investigations team to ensure all investigations, decisions and recommendations are in accordance with the Acts and standards for thoroughness, investigative integrity, and impartiality. As the executive lead for investigations, you implement and evaluate innovative and creative problem-solving methodologies that advance investigation and complaint resolution processes. You provide program direction and evaluation, set service objectives and standards, and support your team of managers to achieve business plan goals and develop team capacity for the future. You create and foster a culture of client centred service and lead, coach, and inspire a team of professional staff located in three offices – Winnipeg, Brandon and Thompson. You serve as the direct representative for the Ombudsman.
You will collaborate on the development of operational policy, communications and on financial and human resource management at a senior management level. Experience in innovation and leading organizational change is an asset.

You are a person of high integrity, professional competence and have a reputation for excellence. You effectively build and sustain professional working relationships with senior officials and key stakeholders. You have extensive experience conducting and directing investigations, and demonstrate creativity, discretion and sound judgment in dealing with complex, publicly sensitive and systemic issues, and confidential matters.
You have superior communication and writing skills and an approach to problem solving that is as unique as the citizens we serve. You have experience in leading diverse and multi- disciplinary teams and a strong business acumen. You demonstrate a high degree of respect, loyalty, diplomacy and an excellent work ethic. You have excellent communication, written and interpersonal skills and strive to foster equity, diversity, and inclusion in all that you do. You are continually working to improve services and to embed the purpose and values in the way work is done.
Your combination of graduate level education in public administration, business, law or a related discipline and several years of experience in senior administrative leadership roles in a comparably complex, public-sector environment has prepared you for this opportunity. Specialized training or experience in access and privacy matters and the ability to speak and work in multiple languages are considered assets.

The Office has a unique responsibility to follow-up on inquest recommendations under The Fatality Inquiries Act (FIA).
Our work is different from other positions within the public service as the Ombudsman is an oversight body of the public sector. The Ombudsman responds to citizens concerns about administrative decisions and can investigate individual complaints and systemic issues regarding provincial and municipal governments and their authorities, Crown corporations, tribunals, agencies boards and commissions, non-government institutions prescribed in regulations, and over 20,000 health entities in the public and private sector. The office seeks to resolve complaints as informally as possible. Our investigations have brought about positive change in the public sector benefitting many Manitobans.
More Information
This is a full-time, permanent position based out of Winnipeg, Manitoba with flexibility for some remote work. Travel required in and outside of the province.
Salary Range: $121,441 – $148,108
